Glenda Cafer

Ms. Cafer concentrates her practice in the energy, public utility, and telecommunications sectors, and assists clients on a wide range of issues before the Kansas Corporation Commission. Her extensive experience enables her to advise clients on complex regulatory matters including compliance, certification, transmission siting, mergers and acquisitions, rate and tariff applications, assessments, as well as a variety of more general business concerns.

Her clients include large public electric and telecommunications utility organizations, rural electric cooperatives, transmission companies, and energy marketers.

Prior to forming Cafer Pemberton LLC, Ms. Cafer was the sole shareholder of Cafer Law Office, L.L.C.. Ms. Cafer also served as the Chief of Utilities and the General Counsel of the KCC where she testified on behalf of the Commission before the Kansas legislature, made presentations to industry and customer associations regarding utility and KCC policy and issues, litigated numerous cases before the agency, and represented the KCC on a variety of matters at the District Court, the Kansas Court of Appeals, and the Kansas Supreme Court.

In 2009 Ms. Cafer was recognized as a Martindale-Hubbell BV rated attorney for her exemplary reputation and well-established practice.

Ms. Terri Pemberton

Terri Pemberton

Ms. Pemberton is licensed to practice in both Kansas and Missouri. Ms. Pemberton focuses her practice on energy and public utility related matters before the Kansas Corporation Commission (KCC) and the Missouri Public Service Commission (MPSC).

Ms. Pemberton began her legal practice with the KCC as Litigation Counsel for both the Conservation and Utility Divisions While with the KCC Ms. Pemberton participated in oil and gas production matters, electric and gas utility filings, liquids pipelines tariff filings, pipeline safety matters, Kansas Underground Utility Damage Prevention Act (KUUDPA) issues, Southwest Power Pool (SPP) and Federal Energy Regulatory Commission (FERC) matters. Ms. Pemberton also acted as legal advisor to Commissioners on technically complex oil and gas dockets.

Ms. Pemberton's experience working for natural gas marketing companies prior to law school, and her focus on and completion of a Natural Resources Certificate during law school provides her a comprehensive understanding of energy related matters which enhances her ability to assist clients in the legal arena.
